Bild.de had a little article about Bill writing songs for the third album a while ago (4th or so July). I don't know if anybody has read it (Is there a translation already? No clue. : so I just did a quick translation of it. I thought it was a nice read although it's Bild. Jost often seems to be in touch with them. Anyway, here's the article:

Bill is busy working on new songs
Tokio Hotel, Germany's most successful band at present, released their last record ("Zimmer 483") in 2007. Since then the guys from Magdeburg have been rather quiet when it comes to new songs . Instead Bill's vocal cord surgery and the success in foreign countries caused a stir all the more. That's supposed to be in the past now, after all a new album is planned!
Tokio Hotel frontman Bill Kaulitz was ordered silence for four weeks by his doctors after his vocal cord surgery. A tough time for the singer! But something good came out of it, too! For Bill is writing new songs daily since then.
"At the moment Bill constantly approaches me with new song ideas", David Jost, the band's (manager - I put that in brackets as he's not their manager) and producer says to BILD.de. Every important lyric idea would get written down on hotel notes or on the laptop, lots of material would have been collected already by Bill like that. "And depending on wherever he's at he just writes a line into his phone for the time being." (That reminds me of his "Wetten dass..." appearance last year where he had his phone with him and Thomas Gottschalk tried to get him to reveal some of it and he just laughed, put it aside and said something like it would all be just rough ideas, this and that and nothing finished.)
The time before, during and after the surgery inspired the singer just as much as their numerous new foreign [countries] impressions in the USA, France and Spain. "I believe, with Bill songwriting is a mixture of home sickness and wanderlust. He longs to be home somewhere and at the same time he wants to go even further", Jost says about Bill's ideas. (I guess we've all noticed that at some point, just thinking about Hilf mir fliegen and 1000 Meere.)
It's not certain yet when production of the third Tokio Hotel album will start. What does the record label have got to say about this? "Of course they're pushing [for it] but we can't let that affect us. We'd be really stupid to make snap decisions just now, only to keep the timing", according to Jost.
One thing's for sure: Bill remains true to his mother tongue and will be singing in German again! An English language album wasn't to be ruled out after Tokio Hotel are hugely celebrated in foreign countries. David Jost on that: "The fans want to get as close as possible to Bill's identity. Therefore they'd like to understand the lyrics in German...".
